Empat bulan selepas pelancarannya, Kementerian Digital kini memulakan kerja sebenar: menunaikan janji Malaysia Digital 2030 (MD2030).

Pelan 5 tahun itu mensasarkan ekonomi digital menyumbang 30% kepada KDNK, mewujudkan 500,000 pekerjaan baharu, dan menjadikan 95% perkhidmatan kerajaan boleh diakses sepenuhnya atas talian menjelang 2030. Dan Ogos 2026 menandakan permulaan fasa pelaksanaan yang paling sibuk setakat ini.

Kementerian Digital Gerakkan RM5.9 Bilion Untuk Infrastruktur & Bakat

Di bawah Belanjawan 2026, kerajaan memperuntukkan sumber besar kepada kementerian: RM2 bilion untuk Awan AI Berdaulat, RM2 bilion untuk kabel bawah laut SALAM sepanjang 3,190km, RM780 juta untuk Fasa 2 JENDELA, dan RM5.9 bilion untuk R&D&C&I.

Tujuannya jelas: bina asas supaya Malaysia tidak hanya guna teknologi, tetapi cipta teknologi.

Bagi memastikan penyampaian lancar, Kementerian Digital telah melantik GovTech Malaysia sebagai penyelaras tunggal perkhidmatan awam digital. Platform “single window” menerusi aplikasi MyGov dan portal http://malaysia.gov.my akan dilancarkan secara berperingkat, dengan akses eksklusif melalui MyDigital ID.

Setakat Ogos, 7 juta rakyat telah mendaftar MyDigital ID. Kementerian menyasarkan 15 juta menjelang akhir tahun.

Menjawab persoalan mengenai keupayaan penyampaian, Kementerian Digital berkata mereka mengambil pendekatan realistik dan berfasa.

“MD2030 adalah pelan yang berani kerana kita mahu Malaysia bergerak lebih cepat. Kita sedar cabaran bakat dan infrastruktur wujud, sebab itu kita wujudkan GovTech Malaysia dan laburkan RM5.9 bilion untuk R&D dan latihan semula. Dengan kerjasama 7 agensi utama termasuk NAIO, MDEC dan CyberSecurity Malaysia, kita yakin boleh capai sasaran 2030 dan pada masa sama pastikan tiada rakyat ketinggalan,” kata jurucakap rasmi kementerian kepada New Malaysia Herald.

ASEAN AI Summit: Pentas Tunjuk Keupayaan Malaysia

Momentum itu telah diuji tahun lepas apabila Kementerian Digital menjadi tuan rumah ASEAN AI Summit 12-13 Ogos di Kuala Lumpur.

Acara itu menarik pelabur, syarikat teknologi dan penggubal dasar serantau. Tahun lepas sahaja, Malaysia merekodkan RM163.6 bilion pelaburan digital yang diluluskan — isyarat keyakinan pelabur terhadap hala tuju negara.

Selain itu, MYCentre4IR akan melancarkan operasi penuh ASEAN AI SAFE, rangkaian keselamatan AI serantau pertama seumpamanya.

“Ini peluang kita tunjuk Malaysia bukan sekadar destinasi data center, tetapi peneraju dasar AI yang bertanggungjawab di ASEAN,” kata sumber kementerian.

Dari Putrajaya ke Padawan: Fokus Inklusiviti

Sementara pelaburan besar tertumpu di bandar, Kementerian Digital turut menggerakkan agenda Rakyat Digital.

Pada Februari, projek rintis “AI-Powered Classroom” dilancarkan di SK St James Quop, Sarawak bersama Microsoft, Intel dan Dell. Ia menguji bagaimana AI boleh membantu guru di sekolah luar bandar dan menutup jurang digital.

Di peringkat komuniti, RM350 juta diperuntukkan untuk memperkasakan 1,099 pusat Nadi sebagai hab latihan dan keusahawanan. Kementerian juga sedang membangunkan Indeks Keterangkuman Digital Malaysia (MyIKD) bersama UNDP untuk mengukur dan menangani jurang akses.

Data MDEC menunjukkan masih ada 23% isi rumah B40 tanpa internet tetap. Justeru JENDELA 2 akan menyasarkan 2,700 lokasi luar bandar tambahan menjelang 2027.

“Kita mahu pastikan budak di Quop ada peluang sama seperti budak di Cyberjaya. Itu teras Rakyat Digital,” kata pegawai kementerian yang terlibat.

Apa Seterusnya: Daripada Dasar Kepada Impak

Dengan tujuh tonggak MD2030, fokus Kementerian Digital untuk baki 2026 ialah 3 perkara:

Visi MD2030 ialah menjadikan Malaysia “negara AI progresif” di mana data jadi aset strategik dan rakyat berkembang bersama teknologi.

KUALA LUMPUR — Ketika industri pelancongan global terus berdepan cabaran akibat ketidaktentuan geopolitik dan perubahan corak perjalanan antarabangsa, Tourism Malaysia dan Dorsett Hotels Malaysia berganding bahu memperkukuh pelancongan domestik menerusi kempen “Jom Cuti! Bersama Wira & Manja”.

Kerjasama strategik itu dilancarkan sempena Tahun Melawat Malaysia 2026 (TMM2026) dengan matlamat menggalakkan lebih ramai rakyat Malaysia meneroka destinasi dalam negara sambil menikmati pengalaman percutian yang mesra keluarga dan mampu milik.

Ketua Pengarah Tourism Malaysia, Muhammad Amirul Rizal Abdul Rahim, berkata pelancongan domestik kekal menjadi tunjang utama industri pelancongan negara, khususnya ketika pasaran antarabangsa berdepan pelbagai cabaran.

Menurut beliau, pengalaman lalu membuktikan pelancong tempatan memainkan peranan penting dalam membantu industri pelancongan dan perhotelan negara kekal berdaya tahan ketika berdepan krisis.

“Selepas pandemik Covid-19, pelancongan domestik menjadi antara faktor utama yang membantu pemulihan industri. Sebab itu kita terus memberi penekanan kepada usaha menggalakkan rakyat Malaysia melancong dalam negara,” katanya.

Tourism Malaysia Teruskan TMM2026 Hingga Ke 2027

Beliau turut memaklumkan bahawa pelbagai inisiatif di bawah TMM2026 akan diteruskan sehingga 2027 bagi memastikan momentum pertumbuhan sektor pelancongan negara dapat dikekalkan.

Antara tarikan utama kempen itu adalah di mana kumpulan Dorsett Hotels di Malaysia memperkenalkan bilik penginapan bertemakan Wira dan Manja, maskot rasmi VM2026 yang berinspirasikan beruang matahari.

Dihiasi mural hutan hujan tropika, karakter hidupan liar Malaysia, ruang permainan kanak-kanak, khemah mini dan pelbagai elemen interaktif, bilik tersebut direka bagi menawarkan pengalaman percutian yang lebih menyeronokkan kepada keluarga.

Naib Pengerusi Dorsett Malaysia, Datin Jasmine Abdullah Heng berkata inisiatif itu bukan sahaja bertujuan menarik lebih ramai pelancong domestik, malah memupuk penghargaan terhadap khazanah alam semula jadi negara.

Kenangan Bermakna

“Melalui kempen ini, kami berharap lebih ramai keluarga dapat mencipta kenangan bermakna sambil meneroka keindahan destinasi tempatan,” katanya.

Kempen tersebut melibatkan rangkaian 13 hotel Dorsett di seluruh negara dan menawarkan pelbagai keistimewaan termasuk diskaun sehingga 30 peratus, baucar makanan dan minuman bernilai RM50 serta konsep penginapan fleksibel selama 26 jam tertakluk kepada kekosongan.

Tourism Malaysia percaya inisiatif seperti “Jom Cuti! Bersama Wira & Manja” mampu merangsang pergerakan pelancongan domestik, sekali gus menyokong pertumbuhan hotel, restoran, pengusaha pelancongan dan perniagaan berkaitan di seluruh negara. – NMH

NILAI, Dec 7 — Malaysia has taken a bold step in asserting its leadership in space governance with the conclusion of the Space Law Moot Court Competition 2025 (PMPA 2025), held at Universiti Sains Islam Malaysia (USIM). The event marked the country’s first national-level moot dedicated to space law, drawing participation from 12 teams across nine universities, and underscoring the nation’s commitment to cultivating legal expertise in this emerging field.

Organised by the Ministry of Science, Technology and Innovation (MOSTI) in collaboration with USIM and the Malaysian Innovation Foundation (YIM), the competition served as a strategic platform to strengthen Malaysia’s legal literacy in space-related matters. The initiative aligns with the National Space Policy 2030 (DAN2030), which aims to grow the space sector’s contribution to 1% of GDP and develop 5,000 specialised experts by the end of the decade.

Importance of Space Law

MOSTI’s Deputy Secretary-General (Planning and Science Culture), Datuk Ruziah Shafei, in her closing address highlighted the urgency of space law as a national and global security imperative. “Space law is no longer a theoretical discipline; it has become a necessity. Nations that fail to understand their international obligations risk facing major liabilities and severe security threats,” she said.

The competition embraced a multidisciplinary approach, integrating civil law, Shariah principles, space policy, and technological applications. This reflects USIM’s dual mandate as a reference centre for both civil and Islamic legal studies. The event also featured side programmes including the National Space Law Conference 2025, webinars, podcasts, and an exclusive interview with the MOSTI Minister, Mr Chang Lih Kang further enriching the educational experience.

MOSTI’s Space Regulator, Dr Mhd Fairos Asillam, noted that the competition was designed not only to test advocacy skills but also to nurture future space lawyers capable of representing Malaysia in international forums such as the Committee on the Peaceful Uses of Outer Space (COPUOS) and the International Court of Justice (ICJ).

The Oral Advanced Rounds, held from 5-7 December, saw six finalist teams selected from the initial twelve. While the names of the finalist institutions remain confidential under competition rules, the winning team will represent Malaysia at the Asia-Pacific round of the Manfred Lachs Space Law Moot Court Competition in Gujerat, India, in 2026, with professional training sponsored by MOSTI.

Space Governance and Legislation

The PMPA 2025 also spotlighted Malaysia’s legislative progress in space governance, including the Malaysian Space Board Act 2022 [Act 834], the Space Object Accident Investigation Guidelines, and Malaysia’s participation in key UN treaties such as the Outer Space Treaty 1967 and the Registration Convention 1975.

Minister Chang Lih Kang praised the initiative as a milestone in Malaysia’s journey toward becoming a regional centre for space law and policy. “This competition can produce a generation of young lawyers ready to safeguard national interests as we compete on the global stage,” he said.

This year’s competition showcased outstanding performances from all teams, with the official results as follows:

A Strong Message From Senator Isaiah

The event was officiated by Senator Isaiah D. Jacob, Head of the Persons with Disabilities Bureau Malaysia and Chair of the Commonwealth People with Disabilities for 2025–2028.

In his speech, the Senator stressed that people with special needs should not be viewed only with pity. Instead, society must open pathways and opportunities for them to grow, contribute meaningfully, and live with dignity.

He described himself not as “Orang Kurang Upaya” (OKU = Disabled Person) but Orang Kuat Upaya (Strong-Ability Person) — highlighting the strength and dignity in every individual.

This message became the heart of the entire symposium, organised by Kiwanis Malaysia Academy (KMA) under the Kiwanis Khir Johari Foundation, with support from the Selangor Cheshire Home (PPOC).

Keynote Speech: A Future That Is Inclusive

The symposium also featured a keynote by Tunku Zain Al-‘Abidin ibni Tuanku Muhriz titled:

“The Future is Inclusive: Advancing Equity in Education for Neurodiverse Learners Through Partnerships.”

He emphasised that the future of education must be based on inclusivity — ensuring fair opportunities for neurodiverse students.

He highlighted that cooperation between government, educational institutions, NGOs, and the community is essential so every student can access quality education and receive the support they need to reach their potential.

MySENSE: A New Ecosystem

One major achievement this year was the launch of MySENSE – Special Education Needs Support Exchange, a regional ecosystem that unites NGOs, educators, experts, and caregivers.

With the slogan “Building an Inclusive Future, Together,” MySENSE is driven by leading partners such as:

She shared her experience managing her autistic child who experiences sensory overload in public places, stressing that creating a sense of safety is the key to calming the child.

Chairperson of Kiwanis Malaysia Academy. She reminded the audience that the symposium began online during the MCO and is now in its fifth year with strong support — showing that many parents are searching for information and guidance.

I walked into the four-hour concert called “Unveiling Uniqueness 2” feeling excited, because this wasn’t just any musical evening. Hosted by Musicians for Musicians (MFM) together with Music Mart, and supported by Yayasan Sime Darby and The British International School Kuala Lumpur (BISKL), this stage was for people with special needs — young and adult performers who have autism, ADHD, Down syndrome, cerebral palsy, vision or hearing impairments, and more.

As the lights dimmed, the whole auditorium burst into the opening number: the singers, young and older, came together and launched into “Bohemian Rhapsody”. Right there I felt it: music as a bridge, not a barrier.

Unveiling Uniqueness – A Unique Story

I watched artiste after artiste bring their own story. One singer from Sarawak, Emily Chai, flew in especially to deliver with strength — I heard her sing “Gemilang”. Then there was a little powerhouse group, Magika — children aged 7-12 who are hearing and speech-impaired — performing with sign language rhythm to a K-pop track and a local favourite song. It was moving beyond words.

On stage too were established stars: Francissca Peter and Frankie Tan. Francissca sang “Sekadar di Pinggiran” and “Step by Step” and danced with the special-needs artistes. She said she feels the special ones “are better than me” in many ways, and hoped more people support their talent. Frankie Tan — who has polio and is known for his country songs — performed “Forever Young” and got the crowd cheering.

One moment stuck with me: the bass and drums faded, the lights softened, and the words of Aidel Rahman Morshidi rang out after the opening piece. He presented flowers to Francissca. He danced with such joy. He reminded the audience that capability is not defined by disability.

Then there was petite Siti Nur Aisyah Shahimee who danced all alone on the big stage, yet nothing seems to faze her, as though she was born to be on stage.

The Volunteering Committee

Behind the scenes, people like Edwin Nathaniel (Chair of the organising committee) and Hasnah Abdul Rahman (committee member) emphasised that music is a universal language, and that this event is more than entertainment — it’s about giving voice, shining light, and celebrating diversity.

The other committee members, Dr Tan Swee Chuan, Rosalind Khoo, Tan Li-Ling, Cindy Deborah Vyner and Sonia Kirby worked tirelessly, voluntarily, behind the scene. I saw them running after the performers who, for some of them, when they are off stage, can be different than their on-stage personae. This brings a whole new level to the word voluntarism. They were artistically introduced to the audience during the song Volare where some of the musicians were on wheelchairs wearing Mexican hats and the music got everyone moving to the beat.

Perfect

There was a little bazaar too — special-needs entrepreneurs were selling food, handicrafts and handmade items before the concert kicked off. It felt right: a celebration of creativity, empowerment and togetherness. 

By the end of the night, as everyone joined on stage to sing “Tomorrow” and “RISE!”, I realised this wasn’t just music. It was unity, hope, and heart. The special-needs performers weren’t just guests on stage — they were the stars. I left remembering that diversity is not a limitation; it’s our strength. – NMH

She emphasized that, despite his personal struggles, Najib was always thinking of the Malaysian people, dedicating his life to serving the nation.

Rosmah also highlighted the causes she championed, particularly children’s health, and shared experiences from her visits to hospitals both domestically and abroad.
