But when such delays extend well beyond established timelines, do they begin to affect an accused person’s ability to exercise a meaningful right of appeal? A Case in Point: The <a href="https://theedgemalaysia.com/microsite/najibs-1mdb-tanore-verdict" target="_blank" rel="noopener" title="1MDB-Tanore Decision">1MDB-Tanore Decision</a></em></h2>



<p>The decision in the 1MDB-Tanore case involving former prime minister Najib Razak was delivered in open court on 26 December 2025. More than three months on, the full written grounds of judgment have yet to be issued.</p>



<p>This is not, in itself, unprecedented. Delays in the preparation of written grounds have occurred in other complex and high-profile cases, particularly where the record is voluminous and the issues are intricate. But the present situation provides a timely case study — not of any individual judge, but of a broader procedural question.</p>



<p>What happens to the rights of an accused person when the reasoning of the court is not made available in time?</p>



<h3 class="wp-block-heading"><strong>An Unusual Timeline</strong></h3>



<p>The 1MDB-Tanore decision was delivered on 26 December 2025, during what is typically a year-end holiday period.</p>



<p>Proceedings began in the morning and continued for much of the day, with the court reading extensively from prepared notes in delivering its decision, right until 8.30 that evening.</p>



<p>In the course of proceedings, Judge Datuk Collin Lawrence Sequerah also indicated — upon application by counsel for the accused — that the written grounds would be made available in due course, noting that the material would need to be compiled and arranged in a more methodical form.</p>

<p>These observations are not unusual in themselves. Judges often prepare detailed notes ahead of delivery, particularly in complex cases, and may subsequently refine and organise their written grounds.</p>



<p>However, they do underscore a central point: that substantive reasoning has already been articulated, even if the final written form remains pending.</p>



<p>The question, therefore, is not whether reasons exist — but when they will be made fully accessible.</p>



<h3 class="wp-block-heading"><strong>The Eight-Week Expectation</strong></h3>



<p>In Malaysia, the preparation of written grounds of judgment is guided by long-standing judicial practice. Pekeliling Ketua Pendaftar Bil. 1/2002 sets an expectation that such grounds be prepared within eight weeks from the filing of a notice of appeal, with reasons to be recorded if that timeline is not met.</p>



<p>This expectation was reaffirmed in a 2025 communication from the Chief Judge of Malaya, underscoring the continued importance of timeliness within the system.</p>



<p>These are not rigid statutory deadlines. Judges must grapple with complex evidence, detailed submissions, and the need to produce decisions that can withstand appellate scrutiny. Time, in such cases, is not a luxury but a necessity.</p>



<p>Yet the existence of an established timeframe suggests that timeliness is not incidental — it is integral.</p>



<h3 class="wp-block-heading"><strong>When Delay Meets the Right of Appeal</strong></h3>



<p>The issue, therefore, is not whether delay can occur, but when delay begins to carry consequences.</p>



<p>The right of appeal is a cornerstone of the criminal justice process. But it must be a meaningful right. Appeals are built on reasoning: on understanding how and why a decision was reached, what findings were made, and how the law was applied.</p>



<p>Without full written grounds, the defence is placed in a constrained position. Strategic decisions must be made without complete visibility. Grounds of appeal may be framed without the benefit of the court’s full reasoning.</p>



<p>In practical terms, the process risks becoming reactive rather than considered.</p>



<h3 class="wp-block-heading"><strong>Lessons from Past Cases</strong></h3>



<p>Malaysian appellate courts have, on occasion, acknowledged the importance of timely and complete written grounds in facilitating effective appeals.</p>



<p>In <strong>Dato’ Seri Anwar Ibrahim v Public Prosecutor</strong>, issues relating to the timing and availability of written grounds were raised in the broader context of appellate preparation, highlighting the importance of full reasoning in enabling effective appeals.</p>



<p>Similarly, in <strong>Public Prosecutor v Mohd Radhi bin Yaakob</strong>, the courts underscored that appellate review depends fundamentally on the trial judge’s reasoning — reinforcing that written grounds are not a mere formality, but an essential component of justice.</p>



<p>These cases do not suggest that delay invalidates a decision. But they illustrate a consistent principle: appellate justice depends on timely and complete reasoning.</p>



<h3 class="wp-block-heading"><strong>Beyond Administrative Delay</strong></h3>



<p>None of this suggests impropriety, nor does it diminish the complexity of cases before the courts.</p>



<p>But where established timelines are exceeded by a significant margin, the question shifts. It is no longer about administrative delay alone, but about its impact on the fairness of subsequent proceedings.</p>



<p>Justice is not only about outcomes, but about process. And process includes the timely articulation of reasons.</p>



<p>A judgment delivered without its full written grounds leaves a gap — one that the appellate process is expected to bridge. The longer that gap persists, the more difficult that task becomes.</p>



<h3 class="wp-block-heading">The 1MDB-Tanore Delay: <strong>A Question Worth Asking</strong></h3>



<p>At what point, then, does delay cease to be a matter of practicality and begin to affect the <a href="https://newmalaysiaherald.com/2024/09/19/1mdb-testimonies-by-witnesses-were-pure-hearsay-and-should-not-be-accepted/" target="_blank" rel="noopener" title="fairness of the process itself">fairness of the process itself</a>?</p>

<p>KUALA LUMPUR: More than 100 global brands were featured at the annual Friends &amp; Family Sale (FFS) organised by Valiram, which drew shoppers to the Mayang Sari Ballroom at JW Marriott Kuala Lumpur this week.</p>



<p>Held from March 9 to 13, the five-day event offered discounts of up to 80 per cent across categories including luxury fashion and accessories, fragrances and cosmetics, travel lifestyle products and Swiss watches.</p>



<h3 class="wp-block-heading"><strong>Retail Portfolio</strong></h3>



<p>The ballroom was transformed into a series of curated “brand alleys”, allowing visitors to browse a wide selection of brands from Valiram’s retail portfolio in a thoughtfully organised shopping environment.</p>



<p>A Valiram spokesperson said the Friends &amp; Family Sale reflects the group’s commitment to creating elevated retail experiences while offering customers exceptional value.</p>

<p>The evolution of the Friends &amp; Family Sale mirrors the journey of Valiram itself. What began decades ago as a modest warehouse sale has grown into a highly anticipated retail event staged in one of Kuala Lumpur’s most prominent hotels. The transformation reflects the company’s own rise since its beginnings in 1935, when the family business started as a small textile trading operation before expanding into one of Southeast Asia’s leading luxury retail groups.</p>



<h3 class="wp-block-heading"><strong>Highlight</strong></h3>



<p>The event also attracted both local shoppers and regional visitors, many of whom see the annual sale as a highlight on Kuala Lumpur’s retail calendar.</p>



<p>Junita, a 48-year-old tourist from Indonesia, said she often plans her visits to Malaysia around the event.</p>

<p>“I often come to Malaysia during Ramadan and enjoy shopping while I’m here. I try to always plan my trips around the FFS because I love their selection of shoes, sunglasses and body soaps,” she said.</p>



<p>“The Bukit Bintang area also has such a glamorous atmosphere, which makes the whole experience even more enjoyable.”</p>



<p>For freelancer Yurika, 34, the event provided an opportunity to explore brands she does not usually encounter.</p>

<h3 class="wp-block-heading"><strong>Returning Shoppers</strong></h3>



<p>Returning shoppers also welcomed the combination of premium brands and attractive discounts.</p>



<p>“This is my third FFS sale — I look forward to it every year,” said Sofia Elena, a 25-year-old human resources executive.</p>

<p>“I loved the deals and the great premium selection of brands. The retail associates were also well prepared with product knowledge and everyone was always smiling, which gave me a really great experience.”</p>

<p>At the recent Majlis Anugerah Usahawan UMEC 2026, 22 award recipients were recognised — each representing a different dimension of Malaysia’s entrepreneurial landscape.</p>

<h3 class="wp-block-heading">From B40 Roots to National Inspiration</h3>



<p>Among the most moving stories was that of Ahmad Zulfadzli bin Khamidi, 22, recipient of the <strong>Anugerah Inspirasi Usahawan Muda</strong>.</p>



<p>A homeschool student from a B40 background and a self-described slow learner, Ahmad began helping his mother in business at the age of nine while pursuing informal education. Today, he operates Akademi Pusat Pengujian Amali (PPA) under JPK and is a registered HRD Corp Training Provider.</p>



<p>His journey reflects not just entrepreneurship, but transformation — proving that early disadvantage does not determine destiny.</p>



<h3 class="wp-block-heading">Women Leading With Authority</h3>



<p>Dr Norazlina Abdullah, recipient of <strong>Anugerah Inspirasi Usahawan Wanita</strong>, brings more than 26 years of expertise in Human Resource Management and organisational development. As Founder and Principal Consultant of Bersatu Consulting Group Sdn Bhd, she has strengthened HR compliance systems across multiple organisations, earning both national and international recognition.</p>



<p>Meanwhile, Datin Sharifah Noor Syed Abd Rahman, winner of <strong>Anugerah Perniagaan Eksport Terbaik</strong>, transitioned from public service into full-time entrepreneurship in 1991. She now chairs GR Motorsports Sdn Bhd and sits on the board of BookOff Corporation Limited — reflecting Malaysia’s growing female leadership in global business.</p>



<h3 class="wp-block-heading">Innovation and Industry Builders</h3>



<p>Innovation took centre stage through entrepreneurs like Faizah, better known as Faimix, who won <strong>Anugerah Inovasi Produk Terbaik</strong>. What began as a home-based operation has grown into a manufacturing facility producing award-winning Muruku Nenas — backed by innovation grants and full JAKIM Halal certification.</p>



<p>Rani Wemel, entrepreneur and Co-Founder of LTT Global, was recognised with <strong>Anugerah Inovasi Pembelajaran Terbaik</strong> for advancing inclusive digital learning across more than 60 countries.</p>



<p>In the ESG sphere, Ir Ts. Nurul Huda Mat Nor, Founder and Managing Director of GEES Group, received <strong>Anugerah Kelestarian &amp; Tanggungjawab Sosial Terbaik</strong>, reinforcing the growing role of sustainability-driven entrepreneurs in Malaysia’s corporate transformation.</p>



<h3 class="wp-block-heading">Experience Meets Enterprise = Winning Entrepreneurs</h3>



<p>Entrepreneurship is not confined to youth. Jaafar Yaacob, honoured with <strong>Anugerah Usahawan Veteran Terbaik</strong>, brings over two decades of experience across public and private sectors, particularly in urban planning and finance. His longstanding involvement in cooperatives since 1976 underscores the depth of Malaysia’s cooperative-driven economy.</p>



<p>Similarly, Yang Mulia Raja Azmi Raja Nazuddin, recipient of <strong>Anugerah Mentor SME Terbaik</strong>, channels nearly four decades of corporate governance expertise into guiding SMEs through strategic advisory under Peoplez Corporate Advisory.</p>



<h3 class="wp-block-heading">Creative, Social and Cultural Impact</h3>



<p>Entrepreneurial diversity was further reflected in recipients such as:</p>

<li>Siti Nur Syakirah of Kedidi Global (<strong>Anugerah Perniagaan Sosial Terbaik</strong>), supplying prosthetic limbs to B40 and asnaf amputees</li>



<li>Prof. Dr. Ab Aziz Al-Safi Ismail (<strong>Anugerah Perubatan Holistik Terbaik</strong>), whose Neo Medicare has treated over 5,000 chronic kidney disease patients and earned recognition in the Asia Book of Records 2024</li>

<p>Reflecting on her one-year journey at UMEC, she said the biggest advantage was peace of mind.</p>

<p>KUALA LUMPUR, Ahad, 28 Disember 2025 &#8211; <a href="https://www.facebook.com/share/p/17akD87UiJ/" target="_blank" rel="noopener" title="Perjumpaan">Perjumpaan</a> Datin Seri Rosmah Mansor bersama pelajar dan keluarga Program Permata Pintar baru-baru ini bukan sekadar acara sosial. Ia menjadi peringatan bahawa di sebalik segala persepsi dan kontroversi, wujud rekod kerja kebajikan yang nyata dan berterusan sepanjang tempoh beliau sebagai isteri Perdana Menteri keenam Malaysia, Datuk Seri Najib Razak.</p>



<p>Program <a href="https://ms.wikipedia.org/wiki/Pusat_PERMATApintar_Negara" target="_blank" rel="noopener" title="Permata Pintar Negara">Permata Pintar Negara</a>, yang berada di bawah penaungannya, dibangunkan sebagai ekosistem pendidikan khusus untuk kanak-kanak pintar dan berbakat — satu kumpulan yang sering terpinggir dalam sistem pendidikan arus perdana. Penubuhan Kompleks Permata Pintar Kebangsaan serta penglibatan aktif keluarga membuktikan pendekatan jangka panjang terhadap pembangunan modal insan negara.</p>

<h3 class="wp-block-heading">Autisme &#8211; Rosmah Memainkan Peranan Penting</h3>



<p>Dalam bidang keperluan khas, Rosmah turut memainkan peranan penting dalam inisiatif Permata Kurnia, sebuah pusat intervensi awal untuk kanak-kanak dalam spektrum autisme. Ketika kesedaran awam mengenai autisme masih rendah, usaha ini meletakkan Malaysia seiring dengan amalan antarabangsa dalam pendidikan inklusif dan sokongan keluarga.</p>



<p>Komitmen beliau terhadap pembangunan gadis dan kepimpinan belia wanita turut terserlah melalui penglibatan selama bertahun-tahun menerajui Persatuan Pandu Puteri Malaysia. Di peringkat akar umbi, organisasi ini menekankan pembinaan jati diri, disiplin dan khidmat masyarakat — nilai asas yang jarang diberi perhatian dalam wacana politik semasa.</p>



<h3 class="wp-block-heading"><strong>Belia Berisiko</strong></h3>



<p>Sumbangan Rosmah juga merangkumi pembangunan belia berisiko. Melalui program seperti <a href="https://www.freemalaysiatoday.com/category/nation/2017/08/13/mat-rempit-ruckus-inspired-rosmah-to-start-youth-camp" target="_blank" rel="noopener" title="Kem Perkasa">Kem Perkasa</a>, golongan muda yang pernah terlibat dengan gejala sosial diberi peluang kedua melalui latihan kemahiran hidup, keusahawanan dan pembinaan sahsiah. Pendekatan pemulihan berasaskan maruah ini mencerminkan kefahaman bahawa pembangunan sosial tidak boleh bergantung kepada hukuman semata-mata. Beliau juga pernah menerajui jawatankuasa kebangsaan menangani penderaan seksual kanak-kanak serta secara terbuka bersuara menentang budaya buli di sekolah, ketika isu-isu ini masih dianggap sensitif dan jarang dibincangkan secara terbuka.</p>



<p>Dalam aspek kebajikan masyarakat, beliau terlibat secara konsisten menyokong rumah kebajikan, warga emas, ibu tunggal dan komuniti terpinggir. Projek seperti Gurpuri di Bentong mencerminkan pendekatan kebajikan bersepadu yang melibatkan pelbagai lapisan masyarakat dalam satu ekosistem sokongan.</p>



<p>Di peringkat antarabangsa, peranan Rosmah melangkaui protokol. Beliau telah dijemput menyampaikan ucaptama dan ucapan di pelbagai forum antarabangsa, termasuk atas jemputan isteri-isteri pemimpin dunia, berkaitan pendidikan awal kanak-kanak, pemerkasaan wanita dan kebajikan sosial. Penglibatan ini mencerminkan pengiktirafan terhadap usaha sosial beliau, bukan kedudukan politik semata-mata.<br><br>Di peringkat antarabangsa, sumbangan kebajikan Datin Seri Rosmah Mansor turut menerima <a href="https://international.astroawani.com/malaysia-news/rosmah-receive-stem-hero-award-un-hq-44341" target="_blank" rel="noopener" title="pengiktirafan rasmi">pengiktirafan rasmi</a> apabila beliau dianugerahkan beberapa anugerah berkaitan tanggungjawab sosial dan kerja kemasyarakatan. Antaranya termasuk Anugerah Tanggungjawab Sosial oleh City of Ankara, Turkiye, yang diberikan atas sumbangan beliau dalam bidang kebajikan, pendidikan dan pembangunan sosial. Pengiktirafan sebegini bukan bersifat seremonial semata-mata, tetapi mencerminkan penerimaan dan pengiktirafan komuniti antarabangsa terhadap usaha beliau dalam memperjuangkan agenda kemanusiaan, khususnya melibatkan kanak-kanak, wanita dan golongan terpinggir.</p>

<p>Kurang disebut juga ialah peranan beliau sebagai <a href="https://www.thestar.com.my/Sport/Other-Sport/2007/11/07/Rosmah-is-new-patron-of-BAM/" target="_blank" rel="noopener" title="Pengerusi Badminton Association of Malaysia ">Pengerusi Badminton Association of Malaysia </a>(BAM), di mana penekanan diberikan kepada kebajikan atlet dan pengukuhan tadbir urus sukan.</p>



<p>Dalam iklim politik yang semakin memadam konteks, sumbangan sosial sering menjadi mangsa naratif sempit. Namun perjumpaan bersama keluarga Permata Pintar mengingatkan bahawa kerja kebajikan yang konsisten dan berimpak tidak wajar dipadamkan oleh polemik.</p>

<p>Adendum Diraja — titah bertulis yang menggunakan kuasa perlembagaan Yang di-Pertuan Agong untuk mengurniakan ihsan — telah ditolak oleh mahkamah.</p>



<p>Dari segi undang-undang, kes ini mungkin dianggap selesai.<br>Namun dari perspektif politik dan perlembagaan, keputusan ini menimbulkan preseden berbahaya: ia memberi isyarat bahawa titah diraja yang membawa unsur ihsan pun boleh diketepikan tanpa penglibatan bermakna Raja-Raja Melayu.</p>



<p>Pengampunan Diraja, dalam kes ini yang termaktub dalam Addendum Diraja oleh Yang di-Pertuan Agong ke-16, bukan pengisytiharan tidak bersalah. Ia bukan celah teknikal dalam sistem kehakiman. Ia adalah kuasa ihsan — satu mekanisme perlembagaan yang bertujuan memanusiakan undang-undang apabila prosedur formal memenuhi keperluan legaliti tetapi gagal menjangkau keadilan sejati.</p>



<p>Kerana itu, isu ini jauh lebih besar daripada seorang bekas perdana menteri.<br>Ia tentang <strong>Kuasa Ihsan</strong> dan kesihatan institusi Raja Berperlembagaan Malaysia.</p>



<h3 class="wp-block-heading"><strong>Adendum Diraja – Apabila Ihsan Menjadi Lemah</strong></h3>



<p>Dalam sistem Raja Berperlembagaan, kuasa Yang di-Pertuan Agong bukan sekadar simbolik. Prerogatif ihsan wujud sebagai imbangan moral terhadap ketegasan undang-undang — peringatan bahawa keadilan tanpa kemanusiaan boleh berubah menjadi kekejaman.</p>



<p>Namun, Addendum Diraja ditolak atas alasan prosedur, tanpa penglibatan terbuka istana, tanpa kejelasan sama ada nasihat undang-undang telah diperoleh, dan tanpa jaminan bahawa budi bicara diraja benar-benar diambil kira.</p>



<p>Jika ihsan boleh disempitkan sebegitu mudah hari ini, apa akan berlaku esok — apabila melibatkan rakyat lain, Raja lain, atau ujian perlembagaan lain?</p>



<p>Sikap berdiam diri Raja-Raja Melayu dalam isu ini amat membimbangkan. Diamnya mereka berpotensi menjadikan ihsan hanya wujud secara teori — diiktiraf dalam perlembagaan, tetapi tersisih dalam amalan.</p>

<p>Kemudian muncul dimensi politik.</p>



<p>Ahli politik DAP, <a href="https://www.facebook.com/yeobeeyin" target="_blank" rel="noopener" title="Yeo Bee Yin">Yeo Bee Yin</a>, menulis: <em>“Another reason to celebrate this year end.”</em></p>



<p>Sementara itu, Raja Sara Petra merumuskan keputusan itu secara ringkas:</p>



<p>Addendum Diraja ditolak.<br>Tahanan rumah dinafikan.<br>Tiga tahun lagi di Kajang.</p>



<p>Kedua-duanya tepat dari segi fakta. Tetapi hanya satu bernada meraikan — dan itu yang penting.</p>



<p>Ungkapan Yeo Bee Yin memberi impak lebih besar daripada mahkamah sendiri — bukan kerana Najib Razak tidak bersalah, tetapi kerana ia mengesahkan apa yang lama dirasakan oleh akar umbi UMNO: isu ini bukan semata-mata soal undang-undang atau keadilan, tetapi juga penghinaan politik.</p>



<p>Keadilan menuntut kewaspadaan.<br>Ihsan menuntut kerendahan hati.<br>Perayaan tidak menuntut kedua-duanya — dan tiada tempatnya apabila prerogatif perlembagaan dipersoalkan.</p>



<h3 class="wp-block-heading"><strong>Senyap UMNO: Ujian Sebenar Adendum</strong></h3>



<p>Kini tumpuan beralih daripada Najib kepada UMNO.</p>



<p>UMNO berada dalam kerajaan. UMNO menyediakan kestabilan Parlimen. UMNO menanggung kos politik dan emosi kerajaan perpaduan — berulang kali.</p>



<p>Namun apabila tokoh kerajaan sendiri meraikan tahanan rumah Najib yang masih dijalankan, UMNO berada dalam kedudukan terhimpit.</p>



<p>Ini bukan sekadar isu undang-undang atau moral.<br>Ini adalah penghinaan politik.</p>



<p>Adakah UMNO akan terus berdiam diri?<br>Mengeluarkan kenyataan berhati-hati tentang “menghormati mahkamah” sementara maruahnya terhakis secara terbuka?</p>



<p>Setiap kali Najib dipersendakan oleh sekutu politik, yang terjejas bukan Najib semata-mata.<br>Ia adalah kuasa tawar UMNO, relevansinya, dan kedudukannya dalam kerajaan perpaduan.</p>



<p>Kerajaan perpaduan tidak boleh bertahan jika satu pihak menanggung luka, sementara pihak lain meraikan kemenangan.</p>



<h3 class="wp-block-heading"><strong>Preseden yang Kekal</strong></h3>



<p>Najib Razak akan terus menjalani hukuman.<br>Mahkamah telah bersuara.</p>



<p>Namun <strong>preseden</strong> telah tercipta.</p>



<p>Titah diraja yang membawa unsur ihsan boleh diketepikan tanpa suara Raja.<br>Sekutu politik boleh meraikan penderitaan rakan sendiri tanpa sebarang akibat.<br>Dan makna sebenar Pengampunan Diraja boleh disempitkan secara senyap.</p>



<p>Adendum Diraja mungkin ditolak.<br>Tetapi penghakisan kuasa ihsan telah direkodkan.</p>



<p>Kini perhatian bukan lagi pada mahkamah, tetapi kepada Raja-Raja untuk merenung, dan kepada UMNO untuk menilai sama ada parti itu masih memahami kuasa dan prinsip yang selama ini didakwa dipertahankannya.</p>



<p>Kerana apabila ihsan dikecilkan, keadilan sendiri menjadi semakin sempit.</p>

<p><strong>KUALA LUMPUR, 3 October 2025</strong> – After the overwhelming success of its debut last year, <em><a href="https://newmalaysiaherald.com/2024/06/11/unveiling-uniqueness-a-platform-for-neurodiverse-talents/" target="_blank" rel="noopener" title="Unveiling Uniqueness">Unveiling Uniqueness</a></em> is set to make a grand return with its second edition — promising a bigger, brighter, and more moving showcase of the extraordinary talents of Persons with Disabilities (PwDs).</p>



<p>Organised by <strong>Persatuan Pemuzik Malaysia (Musicians for Musicians, MFM)</strong>, the concert will take place on <strong>Saturday, 15 November 2025</strong>, from <strong>7.00 pm to 9.30 pm</strong> at <strong>The British International School of Kuala Lumpur</strong>.</p>



<h3 class="wp-block-heading"><strong>Building on Last Year’s Momentum</strong></h3>



<p><em>Unveiling Uniqueness 2 – A Musical Celebration of Diversity</em> continues the mission of empowering PwD musicians by giving them a platform to perform alongside seasoned professionals. This year’s concert introduces exciting new features, including performances by dancers with Down Syndrome, more challenging musical arrangements, and collaborations with recording artistes to create an elevated experience.</p>

<p>While final confirmations are pending, renowned Malaysian artistes such as <strong>Dato’ Francissca Peter</strong> and <strong>Frankie Tan</strong> are expected to lend their voices to the show, performing alongside PwD musicians.<br><br>According to Organising Chairman, <a href="https://www.facebook.com/edwin.nathaniel.3/" target="_blank" rel="noopener" title="Edwin Nathaniel">Edwin Nathaniel</a>, their involvement underscores the event’s strong message of inclusion and recognition.</p>



<h3 class="wp-block-heading"><strong>Personal stories of Courage and Collaboration</strong></h3>



<p>Among the performers is <strong>Raees Aryan Ezmir</strong>, a teenager on the autism spectrum who will sing and play the piano, this time accompanied by a full band of both PwD and non-PwD musicians.</p>



<p>According to his mother, <strong>Irin Putri Azmi</strong>, the experience marks a significant milestone:</p>

<p>Raees is one of more than <strong>30 participants from across Malaysia</strong>, including Kelantan and the Klang Valley, selected for their outstanding performances in last year’s edition. All performers are volunteers who submitted recordings during the selection process.</p>



<h3 class="wp-block-heading"><strong>Bigger </strong>Stage, Stronger Support for Unveiling Uniqueness 2</h3>



<p>This year, the British International School of Kuala Lumpur has stepped forward as host venue, offering its facilities as part of its <strong>corporate social responsibility (CSR)</strong> initiative. With a larger space compared to last year, the concert will accommodate a bigger audience eager to witness this celebration of diversity.</p>



<h3 class="wp-block-heading"><strong>More than music: A Message of Hope</strong></h3>



<p>Beyond the notes and rhythms, <em>Unveiling Uniqueness 2</em> seeks to challenge stereotypes, shift perceptions, and remind society that true talent transcends physical or mental limitations.</p>

<p><strong>PENANG, 12 Aug</strong> – The Penang Signature Gold, Gems &amp; Jewellery (PSG) Fair 2025 is set to dazzle the region from 15–17 August, positioning itself as ASEAN’s largest gold-focused B2B jewellery exhibition. The event, now in its ninth edition, will take place at the Setia SPICE Convention Centre and is expected to attract over 5,000 trade buyers and delegates from across the globe.</p>



<p>Organised by Elite Expo Sdn Bhd and co-organised by the Penang Goldsmith &amp; Jewellers Association (PGJA), the fair will host more than 120 booths from eight countries, including the United Kingdom, Turkey, China, Thailand, India, Singapore, Japan and Malaysia – along with major players from Dubai, Indonesia and Brunei.</p>



<p>“Malaysia used to be among the top three gold exporters in the world, and 80% of its gold manufacturing is based right here in Penang,” said Datuk Johnson Lim, CEO of Elite Expo, at the press conference. “We have exceptional craftsmanship, competitive labour costs, and a tax-free jewellery market – advantages that make Malaysia an ideal international hub for jewellery trade and exchange.”</p>



<p>Lim noted that Malaysia’s multilingual, friendly business environment, combined with its accessibility and rich cultural appeal, gives it an edge over other <a href="https://www.agja.biz/" target="_blank" rel="noopener" title="ASEAN destinations">ASEAN destinations</a> for hosting such an event.</p>

<p>PGJA President Datuk Ivan Chee said PSG 2025 will also debut Malaysia’s first dedicated jewellery fashion show, the Penang Jewellery Fashion Week (PJFW), during the association’s 37th gala dinner on 16 August.</p>

<p>“This concept will set a new benchmark in presenting our jewellery craftsmanship – blending haute couture with fine jewellery for industry leaders, buyers and international guests,” Chee added.</p>



<p>For Penang, the event is more than a trade fair – it’s a statement of heritage and capability. “For over a century, Penang has been home to master craftsmen whose skills have been passed down through generations,” Lim said. “Today, our industry is thriving – with gold-related exports in the first quarter of 2025 alone reaching RM 2.34 billion, nearly 10% higher than the same period last year.”</p>

<p>Hari ini, Wong hadir ke Bukit Aman untuk memberi keterangan, ditemani peguam <a href="https://newmalaysiaherald.com/2022/05/10/10-05-anniversary-of-a-malaysian-disaster/" target="_blank" rel="noopener" title="Kamarudin Ahmad ">Kamarudin Ahmad </a>dan kira-kira 20 ahli Pemuda MCA yang hadir menunjukkan sokongan.</p>

<p>“Video itu berdasarkan fakta. Ia bukan fitnah, bukan hasutan,” kata Wong kepada media.<br>“Saya hanya menyuarakan kebimbangan rakyat. Kerajaan tidak sepatutnya menyalahgunakan undang-undang untuk menutup mulut orang ramai.”</p>

<h3 class="wp-block-heading"><strong>Undang-undang Dijadikan Senjata, Video Di TikTok Hanya Alasan</strong></h3>



<p>Peguamnya, Kamarudin Ahmad, menyatakan bahawa tiada unsur jenayah dalam kandungan yang disiarkan Wong.</p>

<p>“Beliau hanya melaksanakan hak kebebasan bersuara seperti yang dijamin Perlembagaan,” katanya.<br>“Kami gesa SKMM tarik semula laporan polis dan hentikan siasatan ini.”</p>

<h3 class="wp-block-heading"><strong>Isu Data Diabaikan, Pengkritik Dihukum</strong></h3>



<p>Apa yang lebih membimbangkan, isu pokok tentang pengumpulan data masih belum dijawab.<br>Sebaliknya, kerajaan memilih untuk bertindak terhadap orang yang membangkitkan persoalan itu.</p>

<p>“Apabila rakyat bersuara, kerajaan seharusnya memperbaiki kelemahan, bukan mencari jalan untuk mendiamkan kami,” tegas Wong.</p>

<h3 class="wp-block-heading"><strong>Amaran Kepada Rakyat</strong></h3>



<p>Pertubuhan masyarakat sivil turut menyuarakan kebimbangan. Suara Rakyat Malaysia (SUARAM) menyatakan bahawa tiada mekanisme undang-undang yang jelas berkenaan langkah pengumpulan data oleh kerajaan.</p>

<p>“Jika tiada undang-undang khusus atau persetujuan pengguna, ini adalah pencabulan hak privasi,” menurut kenyataan SUARAM.</p>

<p>Pusat Kewartawanan Bebas (CIJ) pula mengingatkan bahawa tindakan menyiasat individu yang menyuarakan pendapat berdasarkan maklumat umum adalah satu precedent yang berbahaya.</p>



<h3 class="wp-block-heading"><strong>Apa Seterusnya?</strong></h3>



<p>Wong berjanji akan terus bersuara.</p>

										<content:encoded><![CDATA[<h2 class="wp-block-heading"><em>Ancaman perintah sekatan bersuara terhadap Adendum Diraja yang diarahkan oleh hakim untuk kerajaan memohon secara rasmi pada hari Isnin, 20 Januari, telah mencetuskan perdebatan meluas. Pelbagai kiriman sarkastik telah membanjiri media sosial, dengan sesetengah melihatnya sebagai penjelasan prerogatif diraja, ada yang berkata mengenai sekatan hak bersuara, manakala yang lain melihatnya sebagai ancaman kepada kebebasan kehakiman.</em></h2>



<p><strong>KUALA LUMPUR</strong> &#8211; Permohonan kerajaan kepada Mahkamah Tinggi untuk mendapatkan perintah injunksi bagi menghalang perbincangan awam mengenai Adendum Diraja terhadap perintah tahanan rumah bekas Perdana Menteri Datuk Seri Najib Razak telah menimbulkan kebimbangan mengenai kebebasan bersuara. Pakar undang-undang dan ahli politik mempersoalkan sama ada kerajaan Madani benar-benar mengamalkan ketelusan dan demokrasi.</p>



<p>Sementara itu, sesetengah pihak percaya isu yang timbul daripada Adendum Diraja telah disalah tafsir dan, memandangkan kes ini masih dalam perbicaraan, ia boleh dianggap subjudice. Walau bagaimanapun, harus diingat bahawa ia tidak lagi dianggap subjudice kerana isu ini telah dibincangkan secara meluas dalam media arus perdana dan media sosial, dalam podcast, serta sesi townhall, malah di kedai kopi juga.</p>



<h3 class="wp-block-heading"><strong>Kontroversi Adendum Diraja</strong></h3>



<p>Presiden Parti Makkal Sakti Malaysia, Datuk Seri R.S. Thanenthiran, dalam sebuah sidang media  pada Isnin lalu, meluahkan kebimbangannya mengenai isu Adendum baru-baru ini, yang telah menimbulkan kekeliruan dan keresahan di kalangan orang ramai dan dalam kalangan pemelihara politik.</p>

<p>Kontroversi ini semakin memuncak selepas pengumuman Perdana Menteri Datuk Seri Anwar Ibrahim, yang mengesahkan kewujudan tambahan tersebut dan penghantarannya kepada Pejabat Peguam Negara.</p>



<p>&#8220;Pendedahan ini menimbulkan persoalan mengapa Perdana Menteri mengambil hampir setahun untuk mendedahkan perkara ini. Pengesahan itu datang selepas surat dari Istana Pahang, yang disampaikan oleh Datuk Mohd Nizar Najib, anak bekas Perdana Menteri, yang mendedahkan Adendum Diraja itu.</p>



<p>&#8220;Walaupun ada pengakuan daripada tokoh politik seperti Timbalan Perdana Menteri, Datuk Seri Dr. Ahmad Zahid Hamidi dan Menteri Besar Pahang, Datuk Seri Wan Rosdy, kelewatan penjelasan daripada kerajaan Madani telah merumitkan lagi keadaan,&#8221; katanya.</p>



<p>Thanenthiran menambah bahawa kes Najib telah menjadi topik kebimbangan negara yang melibatkan keadilan kehakiman dan integriti kerajaan, dan ia telah dibincangkan di Parlimen. Oleh itu, Adendum Diraja harus tertakluk kepada pemeriksaan awam secara terbuka, bukannya cuba untuk menutup perbincangan awam melalui perintah larangan bersuara.</p>



<p>Gabungan Demokrasi Malaysia (Muda) juga mengkritik kerajaan kerana meminta perintah larangan bersuara daripada mahkamah.</p>

<h3 class="wp-block-heading"><strong>Kebebasan Bersuara Terkekang</strong></h3>



<p>Parti pembangkang berkata dalam satu kenyataan bahawa Putrajaya tidak sepatutnya menghalang kebebasan bersuara mengenai perkara ini dan mempersoalkan jika ada kepentingan peribadi di sebalik tindakan ini. Muda berkata permohonan kerajaan mencerminkan ketakutan mereka untuk mengekalkan ketelusan dalam isu ini, sedangkan ketelusan adalah kunci bagi masyarakat demokratik yang sihat.</p>



<p>&#8220;Perkara 10 Perlembagaan Persekutuan dengan jelas menjamin kebebasan bersuara untuk semua rakyat Malaysia. Mengapa menggunakan alasan bahawa (Adendum itu) menyentuh &#8216;isu sensitif&#8217; untuk menyekat perbincangan awam mengenai perkara yang melibatkan integriti institusi negara?&#8221;</p>



<p>&#8220;Di bawah arahan siapa permohonan perintah gag ini difailkan?&#8221; soal mereka dalam satu kenyataan.</p>



<h3 class="wp-block-heading"><strong>Tidak Perlu</strong></h3>

<p>Peguam kanan Mohamed Haniff Khatri Abdullah berpendapat bahawa perintah larangan bersuara adalah tidak perlu, dengan mengatakan bahawa telah disahkan bahawa Adendum itu adalah sahih dan adalah hak orang ramai untuk membincangkan dan mendapatkan jawapan mengenai isu tersebut.</p>



<p>&#8220;Yang tinggal dalam mahkamah adalah perkara undang-undang – bagaimana anda mentafsirkan Artikel 40 dan 42 (Perlembagaan Persekutuan). Tiada isu fakta yang perlu diputuskan,&#8221; katanya, sambil menambah bahawa ahli akademik dan peguam berhak untuk memberikan pandangan mereka.</p>



<p>Naib Presiden MCA, Datuk Lawrence Low berkata permohonan perintah larangan bersuara untuk menghalang perbincangan mengenai tambahan diraja bagi tahanan rumah bekas Perdana Menteri merosakkan kebebasan bersuara dan menimbulkan keraguan sama ada kerajaan benar-benar mengamalkan ketelusan atau menegakkan demokrasi.</p>

<h3 class="wp-block-heading"><strong>Integriti Kerajaan</strong></h3>



<p>Beliau menyatakan bahawa kes bekas Ahli Parlimen Pekan itu telah menjadi topik kebimbangan negara yang melibatkan keadilan kehakiman dan integriti kerajaan dan oleh itu Adendum Diraja harus tertakluk kepada pemeriksaan awam secara terbuka dan tidak disekat melalui perintah gag.</p>



<p>Ahli Majlis Tertinggi Umno, Datuk Dr. Mohd Puad Zarkashi dalam satu hantaran di Facebook berkata panggilan untuk perintah larangan bersuara ini telah membakar spekulasi dan andaian negatif di media sosial, yang merosakkan kredibiliti kerajaan.</p>



<h3 class="wp-block-heading"><strong>Defisit Kepercayaan</strong></h3>



<p>Pemimpin Umno itu juga memberi amaran bahawa perintah larangan bersuara dari mahkamah yang menghalang perbincangan awam mengenai permohonan Najib Razak untuk memaksa Putrajaya melaksanakan perintah tambahan bagi tahanan rumahnya hanya akan memperburuk defisit kepercayaan terhadap kerajaan.</p>

<p>Beliau juga berkata adalah untuk kepentingan kerajaan supaya Pejabat Peguam Negara membatalkan usaha untuk mendapatkan perintah tersebut. Jika tidak, ia berisiko menambah kepercayaan bahawa kerajaan sedang &#8220;menyembunyikan lebih banyak rahsia&#8221;.</p>



<p>Peguam kanan persekutuan, Shamsul Bolhassan, berkata pada 13 Januari bahawa kerajaan akan memfailkan permohonan untuk perintah larangan bersuara di Mahkamah Tinggi bagi menghalang orang ramai daripada membincangkan permohonan Najib Razak untuk memaksa Putrajaya melaksanakan perintah tambahan yang membolehkannya menjalani baki hukuman penjara di bawah tahanan rumah.</p>



<p>Beliau berkata peguam utama Najib, Tan Sri Muhammad Shafee Abdullah membantah apabila beliau membuat permohonan lisan untuk perintah itu.</p>



<h3 class="wp-block-heading"><strong>Isu Sensitif</strong></h3>



<p>&#8220;Kami memohon perintah ini dan meminta ia dikekalkan sehingga keputusan pendengaran kerana ia menyentuh isu sensitif,&#8221; katanya kepada pemberita selepas pengurusan kes di hadapan Hakim Hayatul Akmal Abdul Aziz.</p>



<p>Beliau berkata hakim itu telah mengambil perhatian terhadap bantahan itu dan mengarahkan kerajaan untuk memfailkan permohonan rasmi sebelum 20 Januari dan selepas itu, Najib akan diberi masa seminggu untuk memberi maklum balas.</p>



<p>Shafee berkata beliau membantah permohonan itu kerana &#8220;kuda telah lari dari kandang&#8221;.</p>



<p>&#8220;Ia adalah isu kepentingan awam dan telah dibincangkan secara meluas sebelum ini. Malah Perdana Menteri sendiri telah membincangkannya di dalam dan luar Parlimen,&#8221; tambahnya.</p>



<p>Peguam yang mewakili ahli Parlimen dari Perikatan Nasional juga berkata mereka berniat untuk memfailkan permohonan rasmi untuk memegang &#8216;watching brief&#8217; dalam prosiding semakan kehakiman, selepas penyertaan mereka dibantah oleh Shamsul.</p>



<p>Akmal memberitahu peguam Azhar Harun, Takiyuddin Hassan, dan Zulkifli Noordin untuk memfailkan dokumen mereka sebelum 27 Januari dan memberi kerajaan sehingga 10 Februari untuk memfailkan balasan.</p>



<p>Shamsul juga berkata kedua-dua Najib dan kerajaan diarahkan untuk memfailkan semua afidavit dalam permohonan semakan kehakiman sebelum 6 Mac sebelum mahkamah meneruskan untuk mendengar permohonan itu berdasarkan merit.</p>



<p>Pada 6 Januari, Mahkamah Rayuan, dalam keputusan berpecah, membenarkan Najib untuk meneruskan permohonan semakan kehakimannya. Mahkamah rayuan juga membenarkan beliau untuk mengemukakan bukti baru bagi menunjukkan kewujudan perintah tambahan yang dikeluarkan oleh bekas Yang di-Pertuan Agong Al-Sultan Abdullah Sultan Ahmad Shah yang meletakkannya di bawah tahanan rumah apabila merit kesnya didengar di Mahkamah Tinggi.</p>



<h3 class="wp-block-heading"><strong>Kes Mercu Tanda</strong></h3>



<p>Hakim Firuz Jaffril, yang menyampaikan keputusan majoriti, berkata Najib telah memenuhi kriteria yang ditetapkan dalam kes penting <em>Ladd v. Marshall</em> untuk pengenalan bukti baru.</p>



<p>Beliau juga memaklumkan bahawa Najib telah menulis kepada enam daripada tujuh responden yang dinamakan dalam rayuan bagi mengesahkan kewujudan tambahan yang didakwa tetapi tidak menerima jawapan daripada mana-mana mereka.</p>



<p>Enam responden itu adalah Menteri Dalam Negeri, Ketua Pengarah Penjara, Peguam Negara, Lembaga Pengampunan Wilayah Persekutuan (FTPB), Menteri Undang-undang dan Pembaharuan Institusi, serta Pengarah Bahagian Undang-Undang Jabatan Perdana Menteri. Kerajaan Persekutuan dinamakan sebagai responden ketujuh dalam rayuan itu. Hakim Azhahari Kamal Ramli sependapat dengan Firuz.</p>



<p>Hakim Azizah Nawawi, yang mengetuai panel Mahkamah Rayuan, bersetuju. FTPB mengumumkan pada 2 Februari tahun lalu bahawa hukuman penjara Najib dalam kes SRC International telah dikurangkan daripada 12 tahun kepada enam, dan denda dikurangkan daripada RM210 juta kepada RM50 juta.</p>



<p>Bekas Perdana Menteri itu kini menjalani hukuman penjara di Penjara Kajang. Najib memfailkan permohonan untuk mendapatkan izin di Mahkamah Tinggi pada 1 April. Beliau mendakwa bahawa bekas Yang di-Pertuan Agong, semasa mesyuarat FTPB pada 29 Januari 2024, juga mengeluarkan perintah tambahan yang membolehkannya menjalani baki hukuman penjara yang dikurangkan itu di bawah tahanan rumah. Beliau berkata FTPB telah terlepas mengumumkan terma-terma perintah tambahan itu, dan kerajaan telah melakukan kontempt kerana tidak mematuhinya.</p>



<p>Baru-baru ini, Perdana Menteri Anwar Ibrahim berkata perintah tahanan rumah, bertarikh 29 Januari, telah dihantar kepada Peguam Negara ketika itu, Ahmad Terrirudin Salleh.
